Ellesmere Port Waste Transfer Facility, Cheshire

A new build industrial waste recycling plant catering for household waste in the West Cheshire area.

The Project

Located on Dockyard Road, Cheshire West & Chester’s (CWAC) Council’s new £10 million development provides essential waste recycling and management facilities in one site. HE Simm undertook the Design and Build MEP services for this development which provides three main buildings. The Administration Block complete with welfare, showers, meeting rooms and training facilities is the hub of the site. The street scene building offers storage and maintenance facilities for the fleet of street sweeping vehicles in this area. The waste separation building is fitted out with a large scale conveyer style machine which handles the recyclable waste. There is also a large HGV car park and vehicle wash down facilities.

Project Objectives

The Ellesmere Port site is key to CWAC Council’s plan to relocate existing operations from the city centre of Chester to a more suitable industrial surrounding. CWAC wanted to develop a scheme which replicates everything that works well at the existing sit,e but also improves and streamlines operations going forwards whilst also incorporating new technologies to reduce running and maintenance costs and also reduce energy consumption; for example the LED external lighting design.

Project Challenges

The development’s location on the former site of a Calor Gas works meant that existing buildings had to be demolished. This had to be done methodically with care as there were many underground services discovered still live that were not on existing plans.

There was also logistical challenges bringing in a new MCW supply and fire hydrant supply to the site as this passed through an existing established tree line and HV cable route.

We also had to contend with space restrictions in the LV switch room meaning it was more cost effective for the client to modify and re-use the existing LV panel than to build a bespoke unit.

The Results

The project will be completed to schedule in March 2015 with a 100% safety record. As a result of continuing positive projects between HE Simm and Balfour Beatty, HE Simm have been invited to tender for future works.

As HE Simm’s only representative on site, James provided expertise, knowledge and support not only to HE Simm contractors but also to the Mansell/Balfour Beatty site team, encouraging a collaborative approach at all levels. His approach and the quality of install have hopefully made a positive lasting impression of HE Simm on Balfour Beatty and CWAC council.
